Your local plumber in Manchester, Maine
Manchester is just over five miles from Augusta on US Route 202, which makes it one of our closest towns. It is a rural community of about 2,500 people with shoreline on Cobbosseecontee Lake and Hutchinson Pond, and it has the highest share of seasonal homes of the towns around it.
Lake homes and camps on Cobbosseecontee
Seasonal places on the lake need to be opened in spring and winterized in fall so trapped water does not split lines and fittings over the winter. When a camp opens and a line has frozen and cracked anyway, our pipe repair work replaces the damaged section and reroutes or insulates it. We also open and winterize camps and replace the fixtures that sat unused all winter, and urgent leaks go to our emergency plumbing repairs.
Year-round lake houses often have supply lines in crawlspaces and bathrooms added long after the original cottage was built. If you are converting a camp to a year-round home, our bathroom plumbing and kitchen plumbing services cover the new fixtures and the supply and drain work behind them.
Wells, water heaters and pressure
The Greater Augusta Utility District supplies water to parts of Manchester from groundwater wells, and carries wastewater to Augusta through its Monmouth–Winthrop–Manchester trunk line. Homes beyond those lines depend on private wells. When the water stops, sputters or the pump will not shut off, our well pump repair service checks the pump, pressure tank and pressure switch and fixes what failed.
Maine CDC estimates about one in ten Maine wells has too much arsenic, uranium, radon or other harmful chemicals and recommends regular testing. Hard well water also shortens the life of a tank, so a sediment filter or softener ahead of a new water heater is often worth it. About one in five Manchester homes heats with bottled gas, which can also fuel a tankless water heater if the supply and venting are right.
Permits and neighbors
Manchester’s Code Enforcement Office also serves as the building and plumbing inspector, so internal plumbing and septic permits start there. Septic systems in Maine are permitted by the town’s Licensed Plumbing Inspector on form HHE-200 under the state Subsurface Wastewater Disposal Rules.
Manchester borders Augusta, Hallowell, Farmingdale and Winthrop, and we serve all of them. See every town on our Central Maine service areas page.

Codes & Permits for Plumbing in Manchester
In Manchester, plumbing permits come from the Local Plumbing Inspector at the Manchester Code Enforcement Office (Manchester Town Office, 12 Readfield Road (physical) / P.O. Box 18 (mailing), Manchester, ME 04351, (207) 622-1894). With 2,456 residents, Manchester is under the 4,000-resident line at which Maine requires a town to enforce MUBEC. Manchester's total land area is 21.39 sq mi of land and 1.23 sq mi of water (22.62 sq mi total), per the town's Wikipedia entry.
- The EPA's Lead and Copper Rule Revisions required every U.S. community water system to complete an initial inventory of lead, galvanized-requiring-replacement, and unknown-material service lines by October 16, 2024; the follow-on Lead and Copper Rule Improvements, finalized October 8, 2024, requires full replacement of remaining lead lines within 10 years. epa.gov
- The Maine Plumbers' Examining Board (within the Office of Professional and Occupational Regulation, Department of Professional and Financial Regulation) licenses plumbers statewide and maintains the plumbing rules and laws (Title 32, Chapter 49); day-to-day permit issuance and inspection for a given town is carried out locally by a Local Plumbing Inspector (LPI), who is often the same person as the municipality's Code Enforcement Officer. maine.gov
How RJC Plumbing Handles Plumbing in Manchester
- 16% of Manchester's homes predate 1940 (median year built 1977), so before we quote a plumbing job we find out what's actually behind the wall — galvanized steel, cast iron, early copper or PEX.
- Not every Manchester home is on a public water line, so part of a plumbing visit is confirming the water source first — well or district — since that changes what we watch for.
- Work that needs a permit gets one from the Manchester Code Enforcement Office before we start, under Maine's 2021 Uniform Plumbing Code.
