Your local plumber in Winthrop, Maine
Winthrop is lake country west of Augusta along US Route 202. The village sits on the stream between Maranacook Lake and Annabessacook Lake, and water covers almost seven of the town’s 38 square miles. That makes Winthrop plumbing a mix of year-round village homes on public water and lakeside camps and houses that are on their own.
Camps and seasonal homes
Census figures count more than 600 Winthrop homes held for seasonal use. Camps need two visits a year: opening in spring, when fixtures that sat all winter get checked for split lines and leaking valves, and winterizing in fall, when the system is drained so nothing freezes. We handle both, along with the fixture repairs that turn up, as part of our bathroom and camp plumbing service, and urgent leaks go to our emergency repair team.
A year-round lake house has a different problem: supply lines running through crawlspaces and exterior walls that freeze in a hard January. If a pipe freezes but has not split, it can often be thawed and protected. If it has burst, our pipe repair work replaces the damaged section and reroutes or insulates it so it does not happen again.
Public water in the village, private wells outside it
The Winthrop Utilities District supplies water and sewer to the serviceable parts of town, about 1,080 connections serving roughly 2,700 people in Winthrop and 540 in Monmouth. Its main source is Narrows Pond, with Maranacook Lake as backup, and its wastewater travels by trunk line to the Augusta treatment plant.
Outside those lines, homes run on private wells. More than half of Mainers drink from private wells, and Maine CDC estimates about one in ten has too much arsenic, uranium, radon or other harmful chemicals, so it recommends regular testing. When the pump, pressure tank or pressure switch fails, our well pump repair service gets the water running again, and a sediment filter or softener ahead of the water heater can help on hard well water.
Permits and nearby towns
In Winthrop the Code Enforcement Officer also serves as the town’s plumbing inspector, so permits for internal plumbing and septic systems go through that office. Around 59% of homes heat with oil, and many pair the boiler with a tank or indirect water heater in the basement.
We also serve Manchester and Augusta along the same Route 202 corridor. See all of our Central Maine service areas or call for a free estimate.

Codes & Permits for Plumbing in Winthrop
In Winthrop, plumbing permits come from the Local Plumbing Inspector at the Winthrop Code Enforcement Office (17 Highland Avenue, Winthrop, ME 04364, 207-377-7200 ext. 6007). With 6,121 residents, Winthrop is required to enforce the Maine Uniform Building and Energy Code (MUBEC). Winthrop's downtown sits between Maranacook Lake and Annabessacook Lake; all of the town's water bodies except Apple Valley Lake and Kezar Pond lie within the 13-town, 240-sq-mi Cobbossee Watershed District established in 1971.
- The EPA's Lead and Copper Rule Revisions required every U.S. community water system to complete an initial inventory of lead, galvanized-requiring-replacement, and unknown-material service lines by October 16, 2024; the follow-on Lead and Copper Rule Improvements, finalized October 8, 2024, requires full replacement of remaining lead lines within 10 years. epa.gov
- The Maine Plumbers' Examining Board (within the Office of Professional and Occupational Regulation, Department of Professional and Financial Regulation) licenses plumbers statewide and maintains the plumbing rules and laws (Title 32, Chapter 49); day-to-day permit issuance and inspection for a given town is carried out locally by a Local Plumbing Inspector (LPI), who is often the same person as the municipality's Code Enforcement Officer. maine.gov
How RJC Plumbing Handles Plumbing in Winthrop
- Winthrop's housing stock runs old enough (median year built 1977) that a plumbing job often turns up a mix of pipe eras in the same house — we tell you plainly which sections are sound and which ones are due.
- Winthrop Utilities District supplies most of Winthrop from Narrows Pond, with Maranacook Lake as backup; on a plumbing job we work fixture by fixture on your side of that meter.
- Work that needs a permit gets one from the Winthrop Code Enforcement Office before we start, under Maine's 2021 Uniform Plumbing Code.
